The Small Webcaster Settlement Act (Pub.L. 107-321) became law in December.

It provides for alternative royalty-rate setting among certain small and noncommercial Webcasters by agreement with receiving agent designated by the copyright office to accept royalty payments for works covered by sound recording copyrights.

In December, the copyright office published terms of the agreement reached between a coalition of small Webcasters and the designated receiving agent.

The agreement settles concerns that the service did not adequately protect users' personal data under EU data-protection laws.

Among other commitments, Microsoft agreed to update its privacy policy for the service, and to give users greater control over their personal information.

The service will also provide more information to EU residents about data protection laws governing Passport partner sites.
